V1.41 Doesn't Remember Screen Location

I use a dual monitor setup.
V1.4.1. like 1.4.0 ALWAYS comes up full-screen in the second monitor (5120x1440 in my case).
I have dragged it to where I want it and saved, but no change when re-opened.
I have “Remember windows location based on monitor connection” checked in System>Display.
